Tadak Dulom Som needs attention

ITANAGAR, Jan 17: The 179 M long and 17.86 m high Tadak Dulom Som bridge at Daporijo with a live load capacity of 400 kg needs immediate attention of the authority concerned and the public.
Interestingly, it is written in bridge description that three wheelers are allowed to pass. But the another caution notice hanged on the top of the tower read “two and three wheelers are strictly prohibited till further order” contradicting the earlier one.
The authority should immediately rectify such perplexing safety notice. Instead it should keep a regular watchman to control the movement of two and three wheelers to avert major accident.
Further, the bridge constructed in 2002-
The locality, including private and government institutions and various Govt establishments of Dumporijo and Daporijo should also collectively sort out a safety measure and contribute some fund for its renovation besides the government’s assistance, if any.
There may be many such cases around the state. The public should not totally depend on the government for all minor repairing work of essential public amenities and we should regenerate the tribal sense of collective community activities.

should also take up such work on self-
The people of locality can also contribute in cash or kind voluntarily to those committees, which take up such minor repairing works of bridges, roads, community halls and drinking water pipelines in their respective areas.

Things looked up today as the festival was able to lure increasing number of visitors with the state of the cultural evening. Other attraction of the festival is “Know Your Army” exhibition stall which is a success with the youth.
Tourism Information Counter at Guwahati Airport
ITANAGAR, Jan 17: In an effort to promote tourism potential of Arunachal Pradesh, State Governor General (Retd.) J.J. Singh inaugurated a Tourism Information Counter (TIC) at Guwahati Airport on January 17.
Interacting with media persons on the occasion, General Singh informed on the initiatives of the State government such as renovation of 17 forest guest houses for the adventure and nature lovers and starting of new tourist circuit in Tirap district. Concrete steps have been taken for augmentation of tourism related activities in the State, he added.
General Singh further informed the people present on the inaugural function that thrust is now given on tourism related ventures under Public Private Partnership.
The Governor said that the State Government has already taken up for more relaxation in the entry restricts with Government of India.
The Governor commended the Tourism Department for establishing a very impressive Tourism Information Counter at the Guwahati Airport. The Tourism Department has placed tourism related literature including works on Arunachal Pradesh by well known authors.
The Governor advised that the Tourism Information Counter at the airport should be manned by Tourism Department round the clock and if required the State Government may be approached for necessary support in this regard.
Principal Secretary (Tourism) GN Sinha, Secretary to Governor, Secretary (Planning) Ankur Garg, Tourism Director AK Singh and Guwahati Deputy Resident Commissioner DJ Borah were present on the occasion.
Kamrup Deputy Commissioner Ashutosh Agnihotri, Chief Conservator of Forest (Assam) Dr. RM Dubey, Assam Tourism Development Corporation Managing Director Anurag Singh, senior officials from Airport Authority of India and security agencies were also present on the occasion.
On the sideline of the inaugural function, Principal Secretary (Tourism) Sinha informed that development of tourism requires wider and easy dissemination of tourism related information like availability of infrastructure, road and air connectivity and background information about places of tourist interest. Easy availability of this information at places like airports, railway stations and bus stations are a prerequisite for tourism promotion. It was in this background that a tourism counter at Lokpriya Gopinath Bordoloi International (LGBI)Airport, Guwahati was needed as this is the main hub where all tourists reach for their onward travel to various states of the North East.
The Principal Secretary further added that realizing the importance of this, the Governor of Arunachal Pradesh initiated the proposal to establish a tourism information counter at LGBI Airport at Guwahati and instructed the Tourism Department to complete the setting up of tourism counter in a time bound manner. The Tourism Department took up the establishment of TIC in the arrival area of the Guwahati Airport in a time bound manner under his supervision and coordinated by State Tourism Director A.K. India, China to set up mechanism on border management
Sanjoy raises stapled visa issue

New Delhi/Itanagar, Jan 17: India and China today agreed to set up a working mechanism on border management to deal with matters related to maintaining peace and tranquility in the frontier areas.

of the 15th meeting of the Special Representatives (SR) on the boundary question

The agreement to establish the Working Mechanism for Consultation and Coordination
on India-
The working mechanism will undertake mutually agreed tasks but will not discuss resolution of the boundary question or affect the SR process.
It will be headed by a joint secretary-
"The Working Mechanism will address issues and situations that may arise in the border areas that affect the maintenance of peace and tranquillity and will work actively towards maintaining the friendly atmosphere between the two countries," according to the text of the agreement released by the External Affairs Ministry.
It will study ways and means to conduct and strengthen exchanges and cooperation between military personnel and establishments of the two sides in the border areas.
It will also explore the possibility of cooperation in the border areas that are agreed upon by the two sides.
India had time and again conveyed to China that there should be no discrimination against visa applicants of Indian nationality on grounds of domicile and ethnicity, as the Chinese Government decided to issue stapled visas to people of Arunachal Pradesh. Beijing uses this visa issue just to raise pitch before any dialogue process.
China disputes the international boundary with India in the Eastern sector and claims approximately 90,000 square kilometres of Indian territory in the Arunachal Pradesh.
Member of Parliament Takam Sanjoy, who is the only representative from the North East region in the Parliamentary Standing Committee of External Affairs, told media persons in Itanagar today that he made this demand vociferously, as the Arunachal issue dominated the meeting held on January 13.
The meeting was also attended by top officials of the Ministry including Foreign Secretary Ranjan Mathai.
“The issues related to Arunachal Pradesh are lingering on due to lack of coordination between the ministries of External Affairs, Defence and Home,” he told the members of the Standing Committee.

Sanjoy made it clear to the members of committee that China had stalled the Asian Development Bank loan worth Rs 396 crore and World Bank loan of Rs 1713 crore to build capital city of Itanagar and Sikkim, as part of their political strategy to stall the economic progress of Arunachal Pradesh. He also asked the Central Government to resolve the long pending issue of stapled visa, and added that energy and potential of young people should be utilized in such manner that they are not misguided to join extremist outfits of the North East.
“The stapled visa row is proving to be a bottleneck for Arunachalees who would like to go to neighbouring countries like China for sports, cultural and educational activities. And at the same time the security scenario in Arunachal Pradesh is grim, as the Maoists have started infiltrating in the jungles of state.
“The security scenario in North East and particularly Arunachal is going to be quiet worse if not managed properly, as this will also have affect on national security in future,” he said.

Arunachal releases state matching share
ITANAGAR, Jan 17: The government of Arunachal has released Rs. 25.00 crores towards state matching share for SSA project for the current financial year. This would help the SSA Rajya Mission to receive its Central grants from the MHRD. Till date, the SSA Rajya Mission has received Rs.88.00 crores from the MHRD which has been already used for teachers’ salary.
“It has been the endeavor of the State government to provide SSA teachers salary on time but due to resource crunch, it couldn’t be done; Now that the state share has been released, we are bound to receive our Central grants so that our teachers don’t face any more problems regarding their salary,” said a statement from state SSA Project.
For the past few months the SSA teachers have been repeatedly praying for release of their salary and arrears which couldn’t be done on time due to paucity of fund with the State government. The State government is fully aware of the problems faced by the SSA teachers who are serving with dedication in remotest areas of the State and even manning Secondary and Higher Secondary schools where even regular teachers refuse to work, the statement added.
The SSA Rajya Mission appealed to the SSA teachers to rededicate themselves towards the cause of quality education in the state by being regular in their duty so that no one points finger towards their performance.
The State government is always there to work for the betterment of their service career; hence there should be no doubt that the government is not doing anything for SSA teachers, said State Project Director P N Thungon.

‘Replace Bhoti with Sanskrit’
ITANAGAR, Jan 17: In a major setback to the implementation of Bhoti language as third language in schools of Buddhists inhabited areas in the state, All Libo Bokar Ramo Students Union (ALBRSU) today appealed to the authority concerned to change the third language.
It said that instead of Bhoti, Sanskrit should be introduced at Government Higher Secondary School, Mechuka from the next academic session.

DDSE visits schools
AALO, Jan 17: West Siang Deputy Director of School Education (DDSE) Tomi Doke conducted a whirlwind visit to different schools of the district to know the ground realities of those schools from January 9 to 13 last.
During the course of his unannounced visit along with ADEO (Estt), a unique and praiseworthy voluntarily service rendered by three unemployed graduates and college going youths were found taking classes for the last so many days at Govt primary school, Raglam.
Such voluntary services by Redo Ado, Tumjum Lotem and Gekar Ado is an encouraging trend and was rewarded by the DDSE from his own pocket.
While visiting the schools, the shortage of infrastructure, shortage and excessive posting of teachers, negligence of teachers in their duties were identified.

The DDSE will also visit all schools in the remote areas of district.

ITANAGAR, Jan 17: Vivekananda Jayanti was celebrated in various government schools of Italin circle of Lower Dibang Valley.
As a part of the celebration, personality development camps were conducted in various schools. Leading the day, Yupi, a senior activist of Vivekananda Kendra Arunjyoti, taught patriotic songs to the participants. He also appealed them to imbibe the ideals and teachings of Swami Vivekananda.
Vivekananda Jayanti was also celebrated at government school of Jijaon village.
Attending celebration, VKV Shergaon Principal enlightened the participants about the contributions of Vivekananda to the nation in particular and world in general.

The chairman also met Bharti Singh, president of the Army Wives Welfare Association (AWWA) and presented a copy of the report informing her at length about the involvement of AWWA members for social and community service in Arunachal Pradesh.
The ASSET team also met Gen. (retd) Shankar Roy Choudhury, former Army Chief and a ASSET brochure was presented to him. The ASSET team was also introduced to Admiral Nirmal Verma, Chief of Naval Staff. The team also met Lt. Emission control
Scientists identified 14 emission control measures that, when applied together, could reduce global warming by around 0.5 degrees Celsius by 2050, avoid up to 4.7 million premature deaths, and boost crop yields by up to 135 million metric tonnes by 2030.
Both black carbon and methane in the atmosphere warm the climate, and black carbon is dangerous to health when inhaled. Methane is also responsible for boosting the production of ozone — a gas that is useful for life on Earth when high up in the atmosphere where it screens some of the sun's radiation, but is dangerous lower down in the atmosphere where it damages plants, reducing agricultural productivity, and human health.
The range of technological and regulatory measures, include targeting methane emissions from livestock and rice farming, and black carbon emissions from cooking stoves. The estimated benefits of cutting these emissions would far outstrip the costs of doing so, the authors said.
South Asia and central Africa would reap the most health benefits and the Middle East would see the best yield improvements. This is because black carbon does not disperse evenly throughout the atmosphere and so cutting its emissions also has different regional effects.
China and India combined could grow 20 million extra tonnes of crops as a result. Brazil, Pakistan and the United States would also see great gains. Overall, gains could be worth around US$8 billion per year globally, the scientists claim.
Because black carbon, methane and ozone have short lifetimes, cutting them brings a quicker climate and health response than cutting CO2 emissions.

Dear Editor,
Arunachal is an outlaw State. If false, try to be an Anna, Ramdev or Buddha. Who will acknowledge and understand your ideas? Arunachal practice a constitution of different ideology neither of its land nor of India. It is a land of power, money and might. Actual poor victims of corruption can hardly find a place for complaint and expression.
In this land, the daily constitution changes with power, money and might. For all these phenomena, I would blame our political leaders, not to civil, judicial and military administrations. Political leaders misuse and look down on these administrations and civil societies. So many organizations from employees, businessmen, workers, villagers, students, etc. are due to their negligence and faults in all forms of work under guidelines.
In the recent incident, everybody has heard about the whole episodes of AE (Civil) recruitment exam under APPSC. Why do the APCC, instead of pressurizing action against the PSC Chairman, pressure heavy actions against the UAEA students? If the PSC Chairman were a small clerk found guilty on his part in a infamous corruption, he would have been terminated from the job and sent to the Central Jail.
Now, it should be an obligation of all individuals and organizations to raise voice and banners against corruption. If not, when? Let it be or stop it? And if somebody has any kind of knowledge about corruption on the part of PSC, it is the right time to disclose all what we had or have faced, found or solved. Hiding the corruption is encouraging the corruption.

Won’t play with fire anymore!
Dear Editor,
I recently checked the state public service commission’s website half expecting that they have updated the site. To my dismay, things hadn’t changed. Same old news of selected candidates in last year’s prelims. But what about the other exams?
For getting any information we have to rely on state dailies or have to approach the commission itself. But how long? Everyone has access to internet nowadays.
It would be extremely convenient for job aspirants if the commission update the site from time to time. And i dont understand what their computer programmer is being paid for.
If the wiz kid has done mastering all card games and have browsed every possible website on earth or befriended every possible individual in Facebook, then we pray to you to do your job efficiently now. If you can’t, then please vacate the seat for some unemployed computer engineer. The numbers of which seem to ever increase. But then i understand that these were amongst the blokes who half gutted your office. So a bit grudge surely will be there. Whatsoever, we request you to update the site regularly and provide relevant information regarding upcoming exams. Of course thanks to some community based organisations of the state, exams get postponed now and then. Thats not in the commission’s jurisdiction, we understand. But if you do this small favour of updating your site regularly, our problems will be solved to some extent. And we promise not to play with fire again. Not near your building or your scorpios.

Breakfast tips
Dear Editor,
The day is not far when our traffic police will charge extra road tax from our innocent people.
I want to share an incident that happened on the morning of Dec 25 near A sector at Naharlagun while I was on way to Aalo.
Few traffic policemen were checking all the vehicle documents. Obviously, it is very good to verify these things, but what I saw was that, even when the driver of our Sumo showed all documents, they collected extra amount from him.
The driver told me that this happens most of the days.
What’s this? A tip for breakfast?
It’s really shameful. There are many tourists from outside who come here. What kind of images are we creating?
One side, they demoralise the self employed drivers and on the other side they lose their goodwill. This doesn’t end here.
When I was coming back from Aalo to Itanagar, I again saw the same thing happening at Likabali check post. They were also collecting fees in the name of some expenses incurred.
God knows, what will happen in future. Therefore, I request the concerned department to look into the matter otherwise it will become a habit for them.

It is either gross mistake on the part of Organizing Committees or the reporters. In this regard the Society had also submitted several applications to the concerned Departments like General Administration, Art & Culture and IPR for necessary correction in official records which has not yet been attended to.
For general readers it is to clarify that in Aka language Nyetshi means village or country and dow means cleansing. Sh is pronounced as in the case of pronouncing English word shoes. Alongwith t before sh it clearly makes the pronunciation of the name of the festival of the tribe. In Aka Nyechi means granary which has no connection with the festival and Neychi has no meaning at all.
